Configuration of a Container Regulator Terminal as an Instrument of Multimodality Development Booster at Port of Santos Zone.

The fast growing of container usage in Brazil southeast region contrasts with the intensification of logistics problems faced by the Port of Santos, main national container port. Brazilian international trade is under serious risk regarding international competitiveness and the development of an emergency logistic plan is imperative. This study aims to study the viability of the implementation of a Container Regulator Terminal, in the region of Cubatão, 30 km away from the Port of Santos, through the Modeling and Discrete Simulation technique. The terminal, beyond its port’s “logistic lung” function, introduces logistics operational improvements, especially regarding cargo transportation inter-modality (road, railroad and waterway). It was first necessary to build a solid base of information about the Baixada Santista (Cubatão Region) logistic system peculiarities. From this point on, it was possible to build an operational model for the proposed terminal. With the validated model, diverse scenarios have been simulated, characterizing most of the possible operational configurations. Results show the feasibility of the operation of the regulator terminal with only the utilization of the currently marginalized modals by the Port of Santos logistics system (rail and waterway), eliminating the utilization of the road transportation system to make the connection to the Port of Santos.
